Motor Vehicle Administration (MVA) approved Motorcycle Safety courses are now enrolling. Training is provided by instructors certified by the Motor Vehicle Administration and Motorcycle Safety Foundation. Click below to learn more about course details and requirements.

Upon successful completion, individuals with a Maryland driver's license receive a Motorcycle Safety Program Completion Certificate, indicating MVA requirements have been met for a Class "M" license, valid for six months from date of issue. It may be presented at an MVA full-service office to receive a Class "M" license.

• Due to covid-19, students need to provide personal required riding gear, including DOT compliant helmet, full fingered gloves and eye protection.
• Each State may have different motorcycle licensing requirements from that of Maryland. If a student's driver's license was issued in a State other than Maryland, it is the student's responsibility to verify that these Maryland State Approved Courses meet the student's state's requirements to receive a motorcycle license.

FREDERICK COMMUNITY COLLEGE
Basic Motorcycle Rider Course Information

Delivering basic riding skills and strategies, this 16.5-hour course is desig ned for true beginners, those with little or no experience, seeking a Class "M" Motorcycle license. Training includes the online Motorcycle Safety Foundation (MSF) eCourse as well as classroom and riding instruction focusing on the basic riding skills and strategies required to begin practicing.

During classroom instruction, discussions focus on responsible riding, selecting proper riding gear, basic riding skills, defensive riding strategies, and riding in a variety of situations. In addition, approximately 10 riding hours take place on a training motorcycle to practice clutch-throttle control, stopping, turning and shifting as well as basic crash avoidance strategies. Instructors evaluate and coach your performance throughout the course.

Upon successful completion of the Basic Rider Course (BRC), an individual with a Maryland driver's license will receive a Motorcycle Safety Program Completion Certificate. This certificate may then be presented at any MVA full-service office in exchange for a Class "M" license.

BRC Instructional Materials
While FCC provides each student with a Student Rider Handbook at the first class, participants are asked to view the book prior to the class start date atMotorcycle Safety Foundation (MSF) and answer the study questions found on pages 51 and 54. The information and questions will form the basis for classroom discussions and serve as insight on riding instruction provided during the range training lessons.

BRC Training Motorcycles
Training motorcycles are provided to students as personal motorcycles are not permitted for use during this course.

BRC Sample Schedule
Below is a sample schedule for a standard course. Course times, formats and structures may vary. Be sure to check the dates, times and locations on your registration receipt. Students arriving late to class will not be permitted to participate in class activities.

Wednesday / 6:00 - 9:30 p.m. / Classroom Training
Saturday / 7:30 a.m. – 2:30 p.m. / Range Riding
Sunday / 7:30 a.m. – 2: 30 p.m. / Range Riding followed by Classroom Training.

BRC Enrollment Requirements

Students must possess a current driver's license or hold a learner's permit (C or M) for at least 9 months.
If you do not have a driver's license, review Maryland's Graduated Licensing System information. A valid license is required prior to adding Class M certification.
Guardians of students under the age of 18 must accompany the student and sign a consent/release form at the beginning of instruction on the first day of class.
Course payment must be received in full at the time of registration.

BRC Course Summary

First classroom night – Rider perception activities

BRC General Information

A motorcycle learner's permit is not required for participation.
Course instruction consists of approximately 7 hours of classroom and 10 hours of riding time.
Course curriculum, approved by the Motor Vehicle Administration (MVA), meets or exceeds the standards set by the Motorcycle Safety Foundation.

FREDERICK COMMUNITY COLLEGE
Basic Motorcycle Rider Course 2-License Waiver (BRC2-LW)

Delivering advanced riding skills and strategies, this one day course is intended for riders who have on-street riding experience who are seeking a class "M" Motorcycle license. This course includes three hours of independent, online study at home, three hours of formal classroom, and five hours of riding exercises. Participants are encouraged to use their own personal motorcycle, transported legally to the training center, but may utilize a training center bike. Upon successful completion of the BRC2-LW, an individual with a Maryland driver's license will receive a Motorcycle Safety Program Completion Card and Certificate. The certificate may then be presented at any MVA full-service office in exchange for a Class "M" license. Please note: This course is not intended or designed for beginner riders.

^SM Classroom Cards prior to the start of the course. The information will form the basis for classroom discussions and serve as insight on riding instruction provided during the range training lessons. Participants receive a Rider Handbook for use during class and as a takeaway item.

BRC2-LW Training Motorcycles

Participants are encouraged to utilize personal motorcycles. After legally transporting the motorcycle to the training center, the participant must show proof of vehicle ownership, registration, insurance and pass TCLOCS Pre-Ride Inspection Checklist by a RiderCoach prior to start of the program, in order to use the motorcycle for training.

BRC2-LW Pre-Requisites
During the initial rider activities, rider abilities to operate a motorcycle will be evaluated by instructors. Riders unable to demonstrate minimum riding proficiency will not be permitted to continue and will not receive a refund. These riders may be candidates for the Basic Rider Course (an additional fee may be required for enrollment.) To participate in the BRC2-LW course, riders must be able to:

Ability to use the clutch and throttle to get the motorcycle in motion
Successfully stop the motorcycle properly in a designated area
Correctly execute gradual and tight turns
Demonstrate smooth upshift and downshift
Safely achieve a speed of 25mph
